Introduce fines for those parking over dropped kerbs

On the 23rd of February, Labour Leader of Birmingham City Council, Cllr Ian Ward took part in a radio interview on BBC WM Radio 1 and claimed that blocking a dropped kerb was a police issue. This is despite other councils having powers to enforce fines for parking over a dropped kerb, and Birmingham City Council's website allowing you to report such an incident. Either the Leader doesn't know what powers the Council has, or the Labour City Council has been failing to issue fines when such complaints have been reported. Other Councils do it, and so should Birmingham!
